Lt. Gary J. Glemboski, MA, NREMT-I
Director of Tactical Training
Lt. Glemboski is currently the Commander of the Savannah-Chatham Metropolitan Police Dept. Training Unit. His
membership in the departments Emergency Response Team (ERT) includes 21
years and commander of the unit for 12 years. Lt. Glemboski has been in law
enforcement since 1978 and has been a certified EMT since 1979. He co-developed
the RTI Tactical Medic program with Dave Hall, who was his partner in 1980-1981.
Lt. Glemboski is Director of the Georgia Tactical Training Group (G-TAC) and
instructs all levels of tactical training and physical skills. Lt. Glemboski has
a Masters Degree in Public Administration, and is a graduate of
Georgia Law Enforcement Command College and the FBI National Academy.
Lt. Glemboski also holds instructor certifications as a scuba instructor with
NAUI and ERDI and is a Public Safety Scuba Instructor
and is a member of the ERDI Advisory Board. Lt. Glemboski has been published in
several publications to include SWAT magazine and the FBI Bulletin.

Robert
Creager, NREMT-P
Kissimmee Police / Fire Department
Robert is a
Firefighter/Paramedic with the City of Kissimmee Fire
Department. Serves as a Tactical Medic with the
Kissimmee Police Department and a Paramedic Instructor
with the Orlando Medical Institute. A Navy veteran,
Robert served as a Hospital Corpsman with the
Fleet Marine Force. His experience in prehospital
medicine extends over 15 years with both military and
civilian EMS. Robert holds instructor certifications in
ACLS, PEPP, PHTLS and other military and civilian
certifications.
CHARLES
“MAC” McELFRESH
(Ret.) Navy Seal / Special Forces Medic Instructor
Chief
McElfresh first entered the U.S. Navy in 1969 where he
spent 4 years in active duty, before leaving for
civilian life for 10 years. Mac returned to Navy
in 1982 where he remained until retirement in 2002.
During his military career, he spent five years as a
certified Clinical Nuclear Medicine Technician and 14
years as a Chief Petty Officer in the Navy SEAL Teams
during which time he participated in Operation Desert
Storm. He completed his education and holds an A.A.
in Clinical Nuclear Medicine (George Washington
University), a B.A. in Business/Healthcare Services
(Saint Leo University), and a B.S. in Health Sciences
(Campbell University). Mac is a graduate of the
Army’s 18D course and later returned as the Chief
Instructor for the course at the Joint Special
Operations Medical Training Center (JSOMTC).
Following retirement, he supported Operation Iraqi
Freedom as a DOD contractor. Mac is currently
certified as; NREMT-P, NREMT-B, ACLS-I, PALS-I, BLS-IT,
Advanced Open Water Diver, and Rescue Diver.

Dick is a SAR-Medic with an extensive 15yr background
ranging from Ground Zero to TAC-SAR. David's
certifications include: Canadian Paramedic, PHTLS, ABLS,
ACLS, AMLS, HazMat, Rig Rescue Operator, Search Master,
Advanced Diver, and Swift Water Rescue Tech. He is
also a wilderness/urban survival instructor, has
an extensive background in martial arts and is currently
completing his CPS at ESI. His rescue operations
have included the Oklahoma City Bombing, projects in
Beirut Lebanon and most recently as a K9-Handler in Iran
(with Ceilidh who is significantly smarter than him). He
is the co-founder of Alpha Response; a team dedicated to
providing the highest standard of care available in
international hostile environments, as well as training
to domestic organizations who depend on real-world
first-aid and rescue/med skills.

Sgt.
Rich is the current Director of the Richmond Hill Police
Department Training Division. Sgt. Rich is a POST
Certified Senior Instructor Trainer with Specialized
Certifications in the fields of Firearms Training,
Defensive Tactics, Less Lethal Munitions, SWAT, Special
Operations Response, and instructs at all levels of
tactical training and physical skills.
Douglas
M. Kleiner, PhD

Doug
Kleiner is a Tactical Medic and the President of
Tactical Medics International, which serves several
law enforcement agencies in Northeast Florida. Doug
served as the Director of Tactical Medicine and the
Division Chief of Prehospital Services for the
Department of Emergency Medicine in the College of
Medicine at the University of Florida’s, Health
Science Center in Jacksonville, Florida. Doug
received his doctoral degree (PhD) in Sports
Medicine from Auburn University. He is a CONTOMS
graduate and instructor, and regularly attends
tactical medicine courses and conferences. Doug
also serves as a Civilian Medical Educator on the
Curriculum Examination Board for the United States
Special Operations Command, and was the Jacksonville
Clinical Site Coordinator for the Joint Special
Operations Medical Training Center (Ft. Bragg, NC)
combat medic rotation. He is also an Auxiliary
Member of the Jacksonville Fire and Rescue
Department, and a former Deputy Commander of the
Disaster Medical Assistance Team (DMAT FL-4). He is
a certified instructor in a number of tactical
disciplines ranging from Advanced HazMat Life
Support to TASER. He currently serves on the Board
of Directors for the Florida SWAT Association (FSA)
and is the FSA Liaison to the International Tactical
EMS Association (ITEMS).

"BJ" Hall, EMT-P, SWAT medic

is a senior Swat Team member and Tactical Medic Team leader
of a 25-man team.
BJ started with SJSO in 1988 as a Full time Deputy,
assigned to Patrol / K-9 after working for nine years as
a Patrol/ Narcotics K-9 handler, and Three Dogs. BJ
switched to the Swat team as a Tactical Paramedic and
Rappel Master and Electronics. He is also assigned to
the dive team as a state cert. Police Diver and to the
E.O.D. unit (Bomb Squad) / BJ also works for the City of
Jacksonville Fire Dept as a fire fighter / paramedic.
Assigned to FEMA Team Task force 5 as a K-9
handler/Instructor. BJ is an EMT/ Paramedic
Instructor, BLS Instructor, Firearm Instructor, Driving
Instructor Gen. Topic instructor and Swat team
Instructor for the Basic 80 hour Swat Course. And Drill
Instructor for Sheriff’s office Juvenile Boot Camp.
David
A. Comte, NREMT-P
(Ret.) Special Forces Medic Instructor
David
is a 20 year veteran of the U.S. Army Special Forces.
He served as the senior medic for a Special Forces (SF)
Operational Detachment for 8 years, an SF company medic
for 1 year, and an SF battalion medic for 1 year.
After 10 years of operational duty, David moved to Ft.
Bragg, North Carolina where he attended the Special
Warfare Center Instructor’s Course and taught at the
Special Forces Assessment and Selection Course and at
the Joint Special Operations Medical Training Center (JSOMTC).
While at the JSOMTC, David was a senior instructor for
the Special Operations Combat Medic (SOCM) course and
the Special Forces Medical Sergeants (SFMS) course.
He also served as the Non-Commissioned Officer in Charge
(NCOIC) of the Military Medicine block of instruction,
the resident expert for Field Training Exercises, the
Clinical Coordinator for all SOCM clinical rotations in
civilian trauma centers, and as the Company Operations
Sergeant. David also served as the Battalion
Operations Sergeant for the technical skills portion of
the Special Forces Qualification Course where he was
responsible for the coordination of training for future
SF Officers, SF Weapons Sergeants, SF Engineers, and SF
Communications Sergeants. David is also an
honor
graduate of the Nuclear, Biological, and Chemical
Officers course and an instructor in hand-to-hand
combat.
Robert
E. Johnson, M.D., F.A.C.S.
Surgeon / Rt. Major -US Army
Dr Johnson is the CEO of Southeast
ENT & Facial Plastic Surgery, PC and is a consultant for the Chatham
County Health Department for “Weapons of Mass Destruction."; Major, U.S.
Army, retired. Active duty from July 1975 to August 1986, then again from June
1990 until retirement in June 2001. Enlisted service from 1975-1981 as U.S
Army Ranger and in U.S. Army Special Forces, attaining rank of E-6. Served
as Physician Assistant and medical platoon leader from 1981-1986 in the Berlin
Brigade, in the 1st Armor Division in Germany and in the Dept of
Family Practice at Eisenhower Army Medical Center in Augusta, GA, and attaining
rank of CW3. Following medical school, residency and fellowship training, served
as Chief, Head & Neck Oncologic and Reconstructive Surgery and Assistant Chief,
Otolaryngology-Head & Neck Surgery, Tripler Army Medical Center, Honolulu, HI

Jo-Anne Brenner, Operations Director

Jo-Anne is a SAR-Medic and K9 Handler. Together with K9
Angel’s Hope, they are certified combat/fugitive
trackers and have worked with a variety of teams
including Canadian Forces. She also has designations in
SAR, High Angle Rescue, NRA Distinguished Handgun
Expert, Spec Ops Protection
Specialist (pending) and is a member of the Society for
Human Performance in Extreme Environments. Previously,
Jo-Anne studied Human Systems, Engineering and
International Development. She has considerable
international experience working and teaching in
geographies including Russia, Latin America, Asia and
the Canadian Arctic. She is the co-founder of Alpha
Response; a team dedicated to providing the highest

Preston Bowlin, EMT-P
Ocala Police/Fire-Fla.
Preston is the Tactical SWAT Medic Team Leader for
Ocala Police Dept. and Instructor for Marion County
Sheriffs Office Emergency Management. Preston has
been instructing students the last 10 years in
various EMS and Fire related courses. He is an
active Paramedic on a busy A.L.S. rescue for Ocala
Fire Rescue. Currently a Special Operations Member (Haz-Medic,

Walter
is a Flight Paramedic in Savannah in addition to his
responsibilities as the Director of EMS for Ft. Stewart/ HAAF EMS. He is an
instructor in practically all advanced EMS courses, including ACLS, BTLS, PHTLS,
PALS, etc. Walter brings almost 20 years of experience to the program.
Carl
R. Boyd, M.D., F.A.C.S.
Physician / Professor
As a CONTOMS "Medical Director's Course" graduate, he
was instrumental in starting the Tactical Medic Program in Savannah. Carl
received his undergraduate degree at the University of Louisville in 1972 and
subsequently completed medical school at the University of Kentucky in 1976.
Following medical school, Dr. Boyd completed Surgical Residency training
at Memorial Medical Center in Savannah, Georgia. From 1983 to 1993, Dr. Boyd maintained a surgical practice,
and was appointed as the Director of Trauma Services and Medical Director of
LIFESTAR and MedStar emergency medical services. He served as the Director of the Department of Surgical
Education from 1993-2000. Dr. Boyd
is a member of numerous local and national professional societies and has
published over 50 articles in nationally recognized journals. He is a full Professor at Mercer
University School of Medicine and Associate Professor of Surgery at the Medical
College of Georgia.
In addition to being board-certified in General Surgery and Surgical/Critical
Care, Dr. Boyd is a Fellow of the American College of Surgeons.

Chris M.

Chris has over thirteen years training in the emergency
medical field. He
served three years in government security ERT. Chris is

J. Bromberg, M.D.
Trauma Surgeon / Asst. Professor
WILLIAM J. BROMBERG, M.D., completed his undergraduate
education at The University of Virginia in 1992 and went on to earn his medical
degree from the same school in 1996.
Following completion of his general surgery residency at Lehigh Valley
Hospital in Allentown, Pennsylvania, Dr. Bromberg underwent fellowship training
in trauma and surgical critical care at Lehigh Valley's Level I trauma center.
He joined the staff of the Savannah Surgical Group in 2002 and is an assistant
professor of surgery at Mercer University School of Medicine.
Dr. Bromberg is board certified in both general surgery and critical care.
